- Is experience in the energy sphere essential to participate in a Grants Program? 
- No, there is no experience requirement for participating in a Grants Program.
 


- Does a Grant Program refer only to the financing of expertise and analysis?
 - No, there is the possibility to submit any project (including scientific) that refers to the promotion of energy sector development according to the terms of the contest.

 Is a private entity eligible to participate in a grants program?
 - Entities that may apply: Non-governmental organizations (NGOs), think tanks, universities, and nonprofit organizations may apply for grants under this program. Individuals and groups of individuals may not apply. Any individual or group interested in applying for a grant should register with the Government of Georgia as an NGO. State-owned and private enterprises and Government institutions are not eligible for these grants. Faith-based and community organizations are eligible for grants, provided they are registered as NGOs or qualify as a think tank. Civil servants, members of the current parliament, staff of public broadcasting, and leaders and members of political parties and political unions may not participate in a grant project as a director or as a participant paid from grant funds.



- What percentage of the total budget should be the wage rate? 
 - There is no restriction on the percentage of the wage rate.



- What is meant under the financial report documents: forms or the financial report of implemented projects?
 - It is essential to complete a presented form and answer all the questions. Financial documents include financial reports of the implemented projects.


- Is there any possibility for the same person to be a manager of two different projects? Are there restrictions regarding this issue?
 - There are no restrictions.



- Can a project technician or other employee be a visiting adviser (not a university employee), or is there a restriction for all paid participants of the project to be university employees?
 - It is not essential, but a visiting adviser may not be a civil servant, member of the current parliament, employee of the public broadcaster or member of a political party. 



 - Does a Grant Program refer only to the energy and fuel spheres, or does it cover other directions like the creation of an alternative irrigation system using renewable energies for remote villages?
 - Yes, you can present any kind of project that covers renewable energies inculcation and implementation issues.



- Will an open door meeting take place?
- No, consultation meetings will not be held.



- While filling Appendix B should we include an excel budget sheet in the same file, or should we attach the excel sheet as a separate appendix? Or should we make both of them: include it in the same sheet and attach it as a separate appendix?
- A separate appendix is not required, you can include the excel budget sheet in the same appendix.



- If an application form and appendixes are submitted in English, is it necessary to provide Georgian versions as well?
- If an application form and appendixes are submitted in English, it is not required to provide them in Georgian.



- Is it obligatory to send both formats: Word and Excel attached to appendix B Budget?
-You should send both of the forms as one appendix.



- Is it essential to indicate the employees’ names in the budget form? We have not yet selected some employees; the selection of employees does not make sense if we do not receive a grant. The same issue is true with regard to invited experts and with sub contractors; we cannot sign an agreement with them until we receive a grant.
- If you have not selected the employees, you can just specify this in the comments section and you do not need to mention their names.



- In the budget excel file there is a column entitled ‘Fees’. What should it include? Compensation of consultants and experts is given in a separate column. The same issue is true for the column labeled ‘Direct Costs Percentage’, which is a paragraph of the ‘Indirect Costs’ column; are Overhead Costs meant under this paragraph?
- Regarding the budget, it is not mandatory to use the form that is indicated. You can change its form and adjust it to match your project.



- Are energy efficiency public awareness projects included under the contest terms?
- Yes, you can submit such projects.

New Applied Technology Efficiency and Lighting Initiative (NATELI II) with the support of  USAID and implemented by Winrock International announces a call for proposals for shooting/production of a documentary and invites experienced directors/producing companies to the contest.

Energy Bus travelled to Khoni,Tskhaltubo, Zestaphoni & Bagdati districts in Imereti region from February 13 to March 8, 2012.

 

In frames of NATELI 2 Grants Program 20 applications have been selected for the next stage of consideration.

The Energy Bus continues traveling around Georgia. From December 19, 2011 to February 10, 2012 the Energy Bus visited Lanchkhuti district in Guria and Kutaisi, Vani and Samtredia in Imereti Region.

In the framework of NATELI II Energy Capacity Activity the project organized two seminars on Doctoral Programs in Energy and Electrical Engineering in the United States. The seminars were held on January 20, 2012 in Tbilisi at GTU and on January 25, 2012 in Kutaisi at Akaki Tsereteli State University.
